Different Origins, Different Claims
Reiki is a twentieth-century Japanese practice concerning the channelling of energy, usually by touch or proximity. Mind-power and manifestation systems are largely a Western self-development genre. Neither derives from Jyotish and neither uses a birth chart.
Jyotish is calculation from the positions at a moment of birth. It makes no claim to channel anything and has no technique for altering an outcome by attention.
